Skill points come every time you level - 5 points per level. They can be applied to Attack (effects how much damage to your opponent's health that you do in a fight), Defense (effects how much damage to your health that you take in a fight), Rage (this is how many times you can hit/Attack in a Fight; each 1 point raise to rage costs 2 skill points), Health, or Energy (this is what you use to do Missions).
You cannot purchase skill points with RL (real life) money in VDS, unlike in VW (this is to make it fair - you can't just lay down a credit card to pimp out your vamp - you have to actually think about and strategize where your points go).
... but here's one way to get started: My VDS mama highly recommend NOT wasting skill points on health, and I would stress this, too - you can always spend blood (this is VDS currency) to Heal (in Town). Try raising energy, rage, attack, and defense more-or-less equally until you reach the following numbers. Energy: take it up to 15-25 but no more for a long while. Likewise, 15 or thereabouts is a reasonable max for your Rage for a while. Throw all other points into Attack and Defense. Try to keep each at least double your level if you can. Some people also recommend trying to keep your Defense 10 points ahead of your Attack, adding 2 points to one and 3 to the other, alternating each level, to build them evenly.
You can start to think a little now about whether you eventually want to be the sort of vamp that has high Attack - and can hit people hard in fights, like a Brawler or Bounty-Hunter (increasing rage helps here, too) - or a vamp that is high in Defense - and is hard to hurt/take down by others. Or maybe you want something in the middle?
This will all be up to you - these recommendations are simply what I happen to think is good advice for younger vamps. It's what was recommended to me by my wonderful VDS parents, and has worked great for me. As you get older and more experienced, you will be able to apply more of your own knowledge and strategy to how you allocate your points. You can also seek advice from your sire, from elders, or perhaps even from those whose performance on the leader boards (accessed by clicking on "Legends" in the upper right of the VDS game screen) you admire.
