The Council page in VDS takes you to "The Great Lyceum." This is where you spend, buy, and earn (through advertisement offers) favor points.
"Favor Points" (FP) are points you can "spend" on the Council tab for certain privileges. You start with a certain number, but after that they are granted sparingly, such as when you advance in level or fill a black blood vial. (You can see how many FP you have at any time at the top of the VDS game screen; it says "Favours" with a green number beside it just under and to the left of your yellow XP bar.)

FP can be used to refill Energy or Rage (generally inadvisable, unless you have a relic to capitalize on!), to refill Health (but, generally, it's smarter to spend blood to heal than FP!), to add Extra Clan (but why not get real clan?), to change your Sect (Drakul refill their Energy faster, Venomous refill their Rage faster, and Sanguine refill their Money/Blood faster), to buy blood (also inadvisable, absent emergency conditions), to buy or change your Sanctum, or to Delete your VDS account. You can also purchase Limited Edition (Rare) powers with FP - that's where I try to spend mine!
Favor points can also be purchased for real life money, or in exchange for advertisements/offers, on the Council page.
If you choose to Delete your account, there are two ways to do it. The first is free of cost. You will have to wait for 30 days until you can rejoin. The most common reason to do this (apart from leaving the game altogether of course) is to restart with a new sire of your choosing, or because you want to build a different sort of vamp.
